Snap-on claims their 44ACF ( now 44bcf) have a shear cutter.

But you can see how shallow and rounded the area is that's supposed to be the shear cutter conventionally found on most slipjoint pliers, they are entirely non functional.
I've had these little buggers in my pocket for the past 3 years, and they have been great aside from the lack of wire cutters that has occasionally been a problem.
Today I decided it was time to try and fix the issue, all it took was maybe 5 minutes with my dremel.

They will now clip bailing wire with ease.
Combo pliers have had that "feature" for decades, but it rarely works in my experience.

It's not as good as a true knife or knife and Anvil wire cutter, but I've never had and quality pair of slipjoint pliers that wouldn't clip bailing wire and wire hangers well.
