Need Help Selecting Adhesive

I need an adhesive to bond titanium to paper board. The item are very small jigsaw puzzles that I complete and frame. Most of the adhesives I have tried leak between the puzzle pieces or are too thick and the pieces do not want to stay in plane with each other. I have tried Aleene's The Ultimate, Duco Cement, E6000, Gorilla Clear Grip and Locktite Vinyl, Fabric & Plastic. Some like the Duco leak between the pieces and it's a horrifying task to clean it without damaging the image and some are thick enough the only way is to apply it is with a toothpick  a drop at a time on each piece - a tedious job since the pieces are tiny and each puzzle is between 200-300 or they wont lay flat. The images below show the scale I am working on and one of the finished puzzles.

Thanks for any help and sorry for the poor quality images.

I'm totally unschooled in all matters concerning "goo", but damn -- that's some impressive puzzle work my friend. Kudos to your level of patience and determination.

What about sandwiching the whole thing in epoxy?

Thanks Goodfellow. They are fun but do require patience. The puzzles come with plastic tipped tweezers (actually pretty high quality ones) and I use a magnifier lamp both essential for me on these.

A good thought but some are iridescent and I'm afraid they would loose the effect.
